Between 1500 and the early eighteenth century around 270 new baronial burghs were authorised in Scotland. The pace of foundation reached a peak in the decades after the Restoration before tailing off sharply after the Union of 1707. It is impossible to be precise about numbers because it is sometimes difficult to differentiate between new foundations and efforts to re-establish burghs which had declined or whose rights were not clearly defined. The establishment of so many new centres, even allowing for a high failure rate, suggests that internal trading expanded, particularly after the Restoration when over 40 per cent of the new foundations were authorised and a large number of non-burghal market centres were also licensed.8
